Can you send WhatsApp marketing messages to US numbers in 2026?
No, not as Marketing templates. Meta paused delivery of WhatsApp Marketing template messages to US (+1) numbers on April 1, 2025, and the pause was still in effect in October 2026. Utility and Authentication templates, free-form replies inside the 24-hour service window and conversations customers start still reach US numbers.

Key takeaways
- Marketing templates sent to US (+1) numbers have not been delivered since April 1, 2025.
- Utility and Authentication templates still deliver to US numbers.
- Replies inside the 24-hour customer service window are unaffected (1,000 free per number each month, then charged), and replying to a Click-to-WhatsApp ad lead opens a free entry point window of up to 7 days.
- The pause covers US numbers only; Canada and other countries are unaffected.
- SMS fallback reaches US contacts who opted in to texts.
The short answer
Not as Marketing templates. Meta paused delivery of Marketing template messages to US phone numbers on April 1, 2025, and the pause was still in effect in October 2026 with no announced end date. You can still reach US customers on WhatsApp with Utility and Authentication templates, free-form replies inside the 24-hour service window, and conversations that start from Click-to-WhatsApp ads, and you can fall back to SMS for contacts who opted in to texts.
What changed
On April 1, 2025, Meta stopped delivering WhatsApp Business Platform templates categorized as Marketing to WhatsApp users with US phone numbers. Meta described it as a temporary pause while it works on the experience for people in the US, where WhatsApp is still growing as a business messaging channel.
In practice, a Marketing template sent to a US number is rejected and never reaches the customer’s phone. Because Meta moved to per-message pricing on July 1, 2025 and only charges for delivered templates, these attempts aren’t billed, but they also don’t do anything for your campaign.
The pause covers US numbers only. Other countries that share the +1 calling code, such as Canada, are not included, and every other country in the world is unaffected. For current categories and prices, see Meta’s message template documentation and pricing documentation.
What still works for US numbers
| Message type | US numbers | Meta cost |
|---|---|---|
| Marketing template (offers, launches, cart reminders, newsletters) | Not delivered | n/a (not delivered) |
| Utility template (order, booking, payment, account updates) | Delivered | Utility rate per delivered message ($0.0034 in the US), including inside an open 24-hour window |
| Authentication template (one-time passcodes) | Delivered | Authentication rate per delivered message ($0.0034 in the US) |
| Free-form reply inside the 24-hour service window | Delivered | First 1,000 per business number each month free, then the service rate ($0.0034 in the US) |
| Conversation started from a Click-to-WhatsApp ad | Delivered | Free for up to 7 days in the free entry point window |
1. Utility templates
Order confirmations, shipping updates, appointment reminders, payment notices and account alerts still deliver. They must be genuinely transactional: tied to something the customer started, with no promotional content. Meta reviews templates and reclassifies Utility templates that read like marketing, at which point US delivery stops. Browse order update and appointment reminder templates that fit the rules.
2. Authentication templates
One-time passcodes for sign-in, sign-up and verification are unaffected. They use Meta’s fixed wording with a copy-code button. See the OTP templates.
3. The 24-hour customer service window
When a US customer messages you, you have 24 hours to reply with any free-form message, including product recommendations and offers they ask about. The first 1,000 service replies per business number each month are free; after that Meta charges the US service rate ($0.0034 per message as of October 2026). The pause only applies to Marketing templates that you initiate, not to conversations the customer starts.
4. Click-to-WhatsApp ads
When someone taps a Click-to-WhatsApp ad on Facebook or Instagram and messages you from their phone, your reply opens a free entry point window: Meta doesn’t charge for your messages for up to 7 days. US shoppers can arrive from ads and you can talk with them at no message cost during that window, which makes ads the main paid growth lever for WhatsApp in the US right now.
5. Keyword opt-ins that start conversations
Invite customers to message you first: “Send JOIN to get early access.” A keyword on a QR code, receipt, website or in-store sign records consent and opens a 24-hour window in which you can reply with your offer. Use a wa.me link with the keyword prefilled to make it one tap.
How Social Intents handles US numbers
We built WhatsApp Broadcasts assuming the pause is a fact of life, so you don’t have to work around it by hand.
Automatic US detection in pre-flight
Before a Marketing broadcast sends, the Reach card counts US contacts separately (by area code, so Canadian numbers aren’t caught) and skips them with the reason “US marketing pause”. You see the impact while you’re still editing.
SMS fallback through Twilio
Turn on SMS fallback, write a short text version, and US contacts who opted in to SMS receive it from your Twilio number instead. Contacts without SMS consent are skipped, and an opt-out line is added automatically if your text doesn’t have one.
Utility template suggestions
When a message is genuinely transactional, such as an order, booking or payment update, the template library points you to a Utility template that still reaches US numbers, and every library template is labeled with its US delivery status.
Window-open broadcasts
The “24h window open” smart audience finds everyone who messaged you in the last day. Send them a free-form message, with no template, wherever they are, including the US. Meta counts these as service messages: 1,000 free per number each month, then the service rate.
A practical US playbook for 2026
- Split audiences by country: send Marketing templates to everyone outside the US as usual.
- For US contacts, collect SMS consent alongside WhatsApp consent and enable SMS fallback.
- Move transactional messages (orders, bookings, payments) onto clean Utility templates.
- Use Click-to-WhatsApp ads and keyword opt-ins so US customers start the conversation.
- Reply fast inside the 24-hour window, with an AI chatbot covering nights and weekends.
